Static lookup or picklist selected on both column and filter will give you no result found for 'Is Not Empty' or 'Is Not Equal' conditions

Issue/Introduction

Although there are records with a value for the studio lookup or a local Picklist field (not empty), using a filter to find data is not producing results for the 'Is Not Empty' or 'Is Not Equal' operators. 

Steps to Reproduce: 

1. Navigate to the Projects, Board layout
2. Go to View Options and configure the 'Columns' to use a studio lookup such as 'Work Status' or use a local Picklist 
3. In the Filter section select the same field such as 'Work Status' and filter using the operator 'Is Not Empty' or 'Is Not Equal' 

Expected Results: Using 'Is Not Empty' or 'Is Not Equal' operators in a filter for a studio lookup or Picklist field should generate expected results. 

Actuals Results: No Rows are returned for a studio lookup or local Picklist field using the operators 'Is Not Empty' or 'Is Not Equal' in a filter. 

Workaround: Use alternative filtering criteria.
