A user receives message SARBCT13 User not authorized to list Userid(s) when using SARBCH /LIST USER=* function.

In database VIEW.DB1, the user has a Master Authority field of "Y" defined, where they can successfully run SARBCH /LIST USER=*.
In database VIEW.DB2, the user has a Master Authority field of "N" defined, where they cannot successfully run SARBCH /LIST USER=*.
If you have a Master Authority field of "N" defined, you will receive message "SARBCT13 User not authorized to list UserID(s)", when trying to run SARBCH /LIST USER=*.
Changing the Master Authority field to "Y" will enable the user to successfully run SARBCH /LIST USER=*.
