Spectrum VNA Full Sync pulls all alarms

Issue/Introduction

Alarm are getting pulled every full sync again and again.

Need to make sure that VNA alarms that have been cleared in spectrum, are also cleared or set to inactive in VNA, so they're not pulled each full sync.
