Action Items not getting resolved if another user actions on it

We're experiencing the following:
In a step, there are 2 assignees receiving an Action Item
The post-condition of the step is ‘if number of assignees with Status Done >=1' then go to next step
What we’re seeing is that, if 1 assignee replies Done, the Action Item disappears from is list of Open Action Items, but for assignee #2 the Action Item stays Open and does not get resolved. This is not the expected behavior from Clarity
Can you please assist us on this?
Release : 16.1.0
Manual Action Item had Make Action Item Available to Other Steps checked. If this setting is checked it will persist the AI until process is finished.
