Resolution:

The missing part was that after entering # licensing load id license_id username username , we needed to hit the "Enter" key, to have the password entered in encrypted mode, for the appliance to accept command. 

# licensing load id license_id username username password password
If the license loaded successfully, the CLI displays the message License update was successful for
license id license_id.
