Advanced Reporting Time Reports - How to account for User with Time equal to 0 hours

Issue/Introduction

When a user submits a timesheet with 0 hours, how do we account for that user in this report?
Resource is not appearing in the report under resource manager
The timesheet does equal 0 hours but was posted.

Calculate Missing Time Based on Timesheet Status

1) Missing Time report
Missing Time has an option to calculate missing time based on timesheet status or resource availability.
Parameters Populated:
- Populate Resource
- Time Period
- Timesheet Status
- Check Calculate Missing Time Based on Timesheet Status?

Include Zero Hour Timesheets.

2) Resource Time Summary and Detail
Parameters Populated:
- Resource OBS Type
- Resource OBS Unit
- Populate Resource
- Time Period
- Timesheet Status
- Check Include Zero Hour Timesheets

3) Timesheet Detail
Parameters Populated:
- Resource OBS Type
- Resource OBS Unit
- Populate Resource
- Time Period
- Timesheet Status
- Check Include Zero Hour Timesheets

As final option we can create an Ad Hoc view to view the posted timesheets data in the prtimeentry table.

Additional Information

Make sure to run the Load Data Warehouse job to populate the most current data for reports.
