Alarms are not refreshed in view after installing 22.2.3

Issue/Introduction

Alarms are not refreshed or updating in either the JAVA based or Web based Console.

Only after restarting the Tomcat, then alarms reappear.

Environment

Release : 21.2

Resolution

Patch Spectrum_22.02.03.D116 has resolved this issue.  This is included in 22.2.4 and above.
