The @mention toolbar button disappears when you edit a discussion post on an artifact

Issue/Introduction

When creating a Discussion Post the @mention button is visible in the toolbar.

The @mentions for Discussions are working as designed.   We intentionally don't have the @mention available in Discussions so people won't get duplicate emails if they are @mentioned.  IE:  One email for the creation of the Discussion, then anytime someone edits the Discussion another email.
