Yes - the order you have is reasonable. 

 

Regarding VM:Manager - we would recommend to install the latest version of the CA Directory Reader and System Information Diagnose Code (VMNDLK) 

PROBLEM DESCRIPTION:
Provide CA Directory Reader Diagnose support for z/VM 7.3 (VMNDLK73 TEXT)
 
SYMPTOMS:
For each z/VM release, a z/VM release-specific version of the CA Directory
Reader and System Information Diagnose Code (VMNDLK) is required.  For z/VM
7.3, a z/VM 7.3 release-specific version of VMNDLK is required. Versions of
VMNDLK for z/VM releases earlier than z/VM 7.3 cannot be used when running
on z/VM 7.3. You can install and deploy this PTF any time before installing
or upgrading to z/VM 7.3. When you do install or upgrade to z/VM 7.3:
 
   * Follow the Installation Guide procedures and select Deploy options
     "Deploying for the First Time" and "Implementing the Directory Reader"
     if you are installing a new z/VM 7.3 system.
   * Follow the "When Upgrading z/VM in Place" procedure in the Installation
     Guide if you are upgrading z/VM 7.1 or z/VM 7.2 to z/VM 7.3 in place.

This includes a new command - VMNDLKVI - which will display the version of VMNDLK.
