MUX - User gets error when trying to publish a blueprint if Blueprint - Delete - All right is missing

Issue/Introduction

When attempting to publish a blueprint and user does not have "Blueprint - Delete - All" right they are getting error "An exception occurred while trying to update an object instance odf_blueprint".

Steps to Reproduce: 

1. Create an Admin user (remove Blueprint - Delete - All) right.
2. Login as that user and create copy of standard blueprint
3. click edit and add new channel
4. publish and it works
5. Now edit the same blueprint again
6. Now just try to publish
7. Observe error "An exception occurred while trying to update an object instance odf_blueprint"

Expected Results: it should allow user to publish blueprint.

Actual Results: it is not allowing user to publish blueprint.

Resolution

DE68285, Fix targeted  for 16.1.2, as well as Patch for 16.0.3.3 and 16.1.1.1

Workaround: Assign "Blueprint - Delete - All" right
