Windows Agent does not start after restarting Service Manager

Windows Agent does not start after restarting Service Manager but manually starting it from the Service Manager Dialog works.
Release : 12.3.x, 21.x
The Windows agent may not be configured to start automatically when Service Manager is started. Please launch the Service Manager Dialog ->Right click on the Windows agent->Properties. Then, check the "Start automatically when the system starts".
