The "Policy Rules/Action" expandable window will not function until you click off of the policy and come back to it

Issue/Introduction

This is seen when creating a policy and choosing a target (see Fig 1 and Fig 2) below:

Then, change the target to a different target, save the changes, and do this two times:

When going back into the policy to see "Policy Rules/Action" as seen below, until you click off of the policy and then come back to it, the expandable window will not function:
