A ticket requester logs in Service Point but he/she can't see the tickets in which the login user is Requester. Why?

By design only the affected end users see their tickets in Service Point. In other words, all tickets where affected end user is the login id who logs in Service Point he/she will see those tickets.
Requesters won't see the tickets by design.
If you would like the Requesters to see the tickets as well, please raise an idea/enhancement request from community web site
