Managed Software Delivery Policy's "Apply To > Recently Used Targets" is Not Populating

Issue/Introduction

Create a Managed Software Delivery Policy.

Assign the policy a target and save the changes.

Go back to the "Applied To" section and change the target to something else.  Save the changes again.

Navigate back to the policy and try to use the recently used targets option.  Notice nothing is populating.
