Managed Software Delivery Policy's "Apply To > Recently Used Targets" is Not Populating

Issue/Introduction

Created a Managed Software Delivery Policy.

Assigned the policy to a target and saved the changes.

Go back to the "Applied To" section and changed the target to something else.  Saved the changes again.

Navigate back to the policy and tried to use the recently used targets option.  Notice that nothing is populating.
