You installed a SEPM and SEP Windows clients in a network without internet connectivity.
You manually updated the content definitions using jdb files.

After successfully applying jdb content update files to the SEPM, you confirm on the SEP clients that the definitions are updated, although the Home Page in the SEPM is still showing all clients are "Out-of-Date".

No internet connection on all devices due to temporary network issue.
The jdb definition files available for download are only for "Antivirus Content", "IPS Signature" and "SONAR Content". The "Download Protection Content" is not available in jdb download.
Symantec Endpoint Protection Manager will check if all these contents are updated. If one or more of them are not, then the SEPM will report that the client is "Out-of-date".
The SEPM will continue to show the clients as "Out-of-date", unless all definitions are updated.
The SEPM or SEP clients needs to be connected to the internet to update the Download Protection content.
