Issue/Introduction

Purge Report Output job fails with ORA-01861: literal does not match format string when date parameters used. It is Oracle specific

Steps to Reproduce: 

1. Login to Clarity as Admin
2. Navigate to Reports and Jobs
3. Attempt to run the job Purge Report Output with selecting some date parameters.
4. Observe jobs failed "NJS-0401: Execution of job failed."

Expected Results: Purge Report Output should run successfully.

Actual Results: Purge Report Output is failing.
