JavelineExecutor giving an error "This App cannot run on your PC"

Issue/Introduction

When attempting to run Javeline Executor from the command line as administrator we are getting an error that the app cannot be run on your PC to find a version compatible with you PC check with the publisher"

 

We have previously had no issues running on our Windows  2016 server.

Environment

Release : 4.9

Cause

64 bit program invoking a 32 bit dll

Resolution

 Installed the newer 64bit version of Javelin and we are up and running again.
