Polling of interfaces it not updating from "Inactive" when updating the Interface Metric family

Issue/Introduction

When updating the Interface Metric family, the interface components are not updating from "Inactive".

Environment

Release : 21.2, 22.2

Cause

Disable Polling for New Components was configured so that NormalizedPortInfo components (interfaces) were not polled by default

Resolution

With interfaces configured to discover but not poll, you would need to enable polling for the interfaces via the Portal UI or REST.
