Limited options in service manager dialog

Issue/Introduction

After upgrading the service manager dialog (smdi or servicemanagerdialog), connecting to the same server/system's service manager from different windows servers and service manager dialogs shows just two options when right-clicking on processes - End Service and Properties.  On another server, it shows all options that should be there.

Release : 21.x

Cause

The service manager dialog on the system that didn't have all options was actually a much older release even though it was originally thought to have been upgraded

Resolution

Update the service manager dialog to the latest version/service pack
