Windows JCS services fail to restart

Issue/Introduction

See the below error when trying to restart JCS services 

2022-12-30 16:57:20,598 392476 [System Bundle Shutdown] (org.springframework.osgi.extender:org.springframework.osgi.extender.internal.util.concurrent.RunnableTimedExecution:109) ERROR  - Closing runnable for context OsgiBundleXmlApplicationContext(bundle=com.ca.jcs.apacheds, config=osgibundle:/META-INF/spring/*.xml) did not finish in 10000ms; consider taking a snapshot and then shutdown the VM in case the thread still hangs

Environment

Release :  Identity Manager 14.4

Cause

This is  due to OSGI bundle taking a longer time to shutdown

Resolution

Kill the existing JCS process then restart the service
