Why are project administrators still able to edit users when access has been disabled at the subscription level?

Issue/Introduction

Hi. Our subscription is not set to allow Project Admins to create users or disable users. But they are able to edit some users data. Like First Name, Last Name, Display Name, Email. They should not be allowed to do that. Can that be fixed please?

Cause

Rally lacks field-level rights to turn this behavior off.

Resolution

This is a limitation of Rally.

Due to this limitation, the restricted project administrators might not be able to create, allow, or cancel user accounts, but they can still edit the information for the fundamental field types, such as (last name, first name, and email).
