Cause

Model activation getting stuck at VPN Models

Resolution

The MLS is taking a long time to activate. Model activation debug shows 17VpnIHVpnCondition  to be the root cause:

Sep 06 10:39:07  Model activation status - 3030/4902 activated( 61% ), 600 problematic.
currently processing 600 model activate triggers:

Patch 10.04.02.D227 improves the VPN site activation

i.e. it reduces the VPN sites activation time from few hours to just minutes.
