Sorting links may not save the desired order

Issue/Introduction

Sorting links does not work when drag and drop occurs in a certain direction.

Steps to reproduce:

1. In the Modern UX, open Links.
2. Create three links, e.g.: Broadcom, Google, Bing.
3. The order they will be displayed will be: Bing / Google / Broadcom.
4. Drag and drop the Google link to the Broadcom position.
5. The order displayed will be: Bing / Broadcom / Google.
6. Refresh the page.

Expected Results: The order displayed is still: Bing / Broadcom / Google.

Actual Results: The order displayed is: Bing / Google / Broadcom.

This issue is fixed in Clarity 16.1.1.

Workaround: Drag and drop the Broadcom link to the Google position.
