"Project - Copy" Access right allows an user to create a project even though they don't have "Project - Create" right

Issue/Introduction

STEPS TO REPRODUCE: 
1. Login to Clarity Classic UI.
2. Create a new user from Administration -> Resource.
3. On the Global Rights, grant the following rights to the user.
    Project - Copy
    Project Management - Tiles Navigate
    Project Management - Navigate
    Projects - Navigate
4. Logout and login as the newly created user in step 2 and navigate to Modern UX.
5. On the Projects Grid, use the "+" symbol to create a new Project.

Expected Results :- User should not be able to create the project.
Actual Results :- User is able to create the project
