OBS Renamed But Not Reflecting in Modern

Issue/Introduction

If an OBS Name is renamed more than once, it does not get reflected in the Modern > Administration > Attributes

STEPS TO REPRODUCE:
1. From Classic > Administration > Organization and Access > OBS, create an OBS and provide a name, e.g AAA
2. Rename the OBS from AAA to AAA1
3. Review the Modern > Administration > Attributes > OBS name. It matches.
4. Change the OBS name from AAA1 to AAA2.

Expected: Both Classic and Modern should match OBS names.
Actual: The OBS names are not matching.

This is reported as DE67888 and will be under Engineering review.

Note: Fix is targeted for Clarity 16.1.1
