Unable to restart ACF2 due to following errors and IPL was required to resolve the issue:

*ACF8A990 UNABLE TO INITIALIZE ACF2 CVT - TERMINAL ERROR              

*ACF8A017 ACF2 TERMINATION COMPLETE

Environment

Release : 16.0

Resolution

If the prior backup fails, there is an outstanding enqueue on ACF2 back up file which is released by the recycle of ACF2 or IPL.

ACF79006, ACF8A990 and ACF8A017 messages are most likely caused by the ACCVT getting corrupted from the IEC999I errors accessing the SYS9.ACF2V000.BINFO followed by the SC03 abend and the ACF8A999 error.

If ACF2 is used with ETF/A requires the following start and stop sequence: 
- Stop ETF/A 
- Stop ACF2
- Start ACF2 
- Start ETF/A  

If this sequence is not followed, ACF79006/ACF8A990 errors can occur.
