I have error to install 'virtual appliance tools on remote Windows server 2019.

 

Environment

Release : 14.4

Resolution

The error in the screenshot and the specific errors in the logs indicate that the system cannot communicate with the VAPP node:

you can test this on the windows machine, for example, if I change the IP address to an internal lab 14.4 VAPP and access the bulkloadclient properties file it returns that file in the browser.
 
If you cannot access http://10.10.233.1/ExternalTools/CA-IM_BulkLoadClient.properties in a browser from the remote windows youll need to work with your networking team to open up communication.
