TSV settings does not load when TSV attribute is created for Risk,Isssue,Change Request in an Investment

Issue/Introduction

When creating Custom TSV fields on the RICs objects, the TSV View Options are not loaded. 

Observed that with deactivation of last TSV attribute of any object, TSV settings doesn't get disabled in view options in Investments (Known and Existing behavior).

 

Steps to Reproduce: 

1. Create a custom TSV attribute on a the Risks, Issues and Change objects and API enable it
2. Navigate to MUX open any project where the RICs Modules are configured to show 
3. Click on Risks Module
4. Click on the View Options settings icon 

Expected Results: TSV Per-Period Options should be loaded because TSV fields exist for the object. 

Actual Results: TSV settings are not loaded into the view. 

Workaround: None.
