How to have Cost in the Cost Plan for Non labor resources and not wipe out when Populate from team is used?

Issue/Introduction

Since there is no availability for Non Labor resources, we don't have an option to put in allocations in the Team for the Non Labor resources. So in Cost Plan, when a Populate from Investment Team is clicked, it will wipe out all the manually entered cost for the Non Labor resources. 

Environment

Release : 16.1.0

Resolution

The below steps will make sure the cost in the Cost plan stays as it is for the Non Labor resources

1. Check the box 'IGNORE NON-LABOR RESOURCES/ROLES IN COST PLAN POPULATION' under Administration - Finance - Setup - Defaults

2. Navigate to Project - Financial Plans - Create a new Cost Plan and Populate from allocations

Note: This will not have any non labor line items

3. Manually create a new line item for the Non labor resource and key in the Cost

4. Populate from allocation again

The manually created line item in Step 3 stays as is and will not wiped out.
