How does BLANK/NOBLANK work with MINWORD when NOBLANK is set and MINWORD is greater than 1?

If the GSO PWHPHASE is set to NOBLANK and MINWORD is greater than 1 then no new password phrase will be able to be set or changed. With GSO PWHPHASE is set to NOBLANK and MINWORD(2), setting a password phrase with blanks or only one word will result in messages:
ACF00220 NEW PASSWORD PHRASE ERROR - BLANKS NOT ALLOWED
or
ACF00220 NEW PASSWORD PHRASE ERROR - MINIMUM NUMBER OF WORDS
For example:
ACF
change usrtest pwphrase(thisisatest)
ACF00220 NEW PASSWORD PHRASE ERROR - MINIMUM NUMBER OF WORDS
change usrtest pwphrase(this is a test)

Note: If the GSO PWHPHASE is set to NOBLANK and MINWORD should not specify a value greater than 1, otherwise no new password phrase will be able to be set or changed.
