Issue/Introduction

The install.log shows error

12/02/22 10:40 PM (ExecTask) Exception in thread "main" java.sql.SQLException: [CA Clarity][Oracle JDBC Driver][Oracle]ORA-20000: Error: ORA-04022: nowait requested, but had to wait to lock dictionary object

Resolution

Preupgrade:

1. Gauge the time it takes to rollback and perform an upgrade and ensure it fails within the change request window.

2. Ensure all services are stopped at the start of the upgrade.

3. Engage the DBA to check the connections to the DWH database from servers running third party software.
These connections will not allow the install to advance due to the lock.
