Error Opening Project In OWB Open Workbench (Operation Disallowed: AllocCurve cannot be set to null")

Issue/Introduction

This issue is affecting one project, which is our test project for feature level data import from Rally. 

When opening the project, the error is given:

"Unable to open project PR91886. Operation Disallowed: AllocCurve cannot be set to null"

Resolution

This is due to the PRTEAM.pralloccurve being null.

Run query to review project in question:
select * from prteam
where prprojectid = 5xxxxx
and pralloccurve is null

Perform either of the following:
1. Remove the Expense resource from the project team.
2. Populate the allocation by setting the '% Allocation'
