ITKC200E auth failure when Extract executed against HALDB in ALLOCS status

Issue/Introduction

When FUNCTION=EXTRACT is executed against a HALDB in ALLOCS status it fails with Auth error: 

ITKC200E DBRC AUTH ERROR, RETURN CODE     8 REASON "C1000201" ON DB dbname  .                                         
ITKC201E AUTH ERROR REASON=STATE INCOMPATIBLE - ALREADY AUTHORIZED             

When the database status is NOTOPEN or STOPPED, then EXTRACT completes successfully.

Resolution

The database cannot be shared with other users, IMS or otherwise, when executing in Batch Mode (IDIDBO) or IMS Batch Mode (DLIBATCH). 

Only in BMP mode can the database remain available to inquiry-only users in the IMS control region.
