WCC Dashboard Tab not properly updating

Issue/Introduction

After Oracle Database server OS patching, Production WCC Dashboard not updating properly.   Jobs widget is inconsistent too.

Cause

Customer's Oracle database went into Read Only mode and did not open back to normal.  Below errors showed up in WCC logs

Resolution

Work with DBA to get the database opened back for normal usage and restart WCC
