Tyson: Scroll bar not working as expected in FireFox for NewUX

Issue/Introduction
In Clarity 16.0.3 when navigating within List Views, the scroll bars are not acting as expected. The bottom scroll bar does not show until the right scroll bar is taken down to the end. This is only happening with Firefox. Chrome and Edge are working fine.
Environment
Release : 16.0.3
Resolution
Chrome, Edge browser are not impacted however testing shows Firefox was changed to adopt some scrollbar behaviour at the Mac/Windows OS level.
