Jasper r6.3 upgrade to r7.1.1 stuck at 11% for long time

Issue/Introduction

When upgrading from Jaspersoft 6.3 to Jaspersoft 7.1.1, the upgrade hangs at 11% and never completes.  How can we successfully upgrade?

Environment

Release : 17.1

Resolution

We stopped the upgrade, then uninstalled Jaspersoft 6.3 and removed all remnants of the failed 7.1.1 upgrade.  We then installed Jaspersoft 7.1.1.  This way it succeeded.
