Cannot Launch SMConsole on Windows

Issue/Introduction
When we attempt to launch the Siteminder Policy Server Management Console from the Start menu, the console will not launch.
Environment
Policy Server: r12.8.x
Policy Server OS: Windows Server
Cause
The 'Policy Server Management Console' from the Windows Start menu goes to a shortcut in the following path:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\CA\Single Sign-On\Policy Server Management Console
That short-cut is pointing to the following executable:
"<Install_Dir>\siteminder\bin\smconsole.bat"
DEFAULT: "C:\Program Files\CA\siteminder\bin\smconsole.bat"
There is an underlying issue with permissions on the account, or hardening of the server through Global Policies.
Resolution
1) Browse to the SMConsole executable:
Default: C:\Program Files\CA\siteiminder\adminui\bin\
2) 'right-click' "smconsole.bat" and select "Run As Administrator".
