Unable to save idash url for primary server in admin tool

Issue/Introduction

Get the following message in the error.log 

22-11-15 11.00.13.923 [ERROR] http-nio-8080-exec-1:com.ca.idash.core.comm.StaticInvocation: 
com.ca.idash.core.exception.IdashException: org.apache.commons.configuration2.ex.ConfigurationException:Unable to save to file D:\Program Files\CA\idash\etc\idash.conf
at com.ca.idash.core.file.FileUtil.saveProperties(FileUtil.java:107) ~[core.jar:?]

Environment

Release : ALL

Resolution

Need to make sure the user starting the Windows service has write/update authority to the iDash home directory in D:\Program Files.
