Question 1) Can devices be added to IP Domain using both Dynamic Search and API

yes

Question 2) When a device is altered so that it not longer fits the dynamic criteria defined in IP Domain and therefore is removed from IP Domain, does that “retire” or “delete” the device from PM?

This will remove the synch of alarms from Spectrum to the PM device and the device remains in PM.

Note that when we are referring to "PM" I am taking that as the Data Aggregator devices .
For example if the Spectum device is removed from the Spectrum IP domain container, and a DA device still exists, the device will still be seen in the DX Netops Portal as the device still exists in the DA.
Devices are removed from the DX Netops Portal when they are no longer provided by any Data Source (DA/Spectrum/NFA)

Question3) When a device is no longer needed to be in PM (exists currently) but needs to remain in Spectrum, what is the correct course of action?

a. Remove association in IP Domain for device in spectrum

b. Delete the device from the Data Aggregator (Montored devices) if you no longer need the device or it's data from the Data Aggregator
If you need the DA data for some time, the device can be Retired.

Question 4) When a device is no longer needed for monitoring in either Spectrum or PM, what is the correct course of action to take?

delete(not remove) the device from Spectrum
Delete the device from the Data Aggregator (Monitored devices) if you no longer need the device or it's data from the Data Aggregator.
If you need the DA data for some time, the device can be Retired.

Question 5) When a device only exists in Spectrum but is needed to be added to PM, what is the correct course of action to take?

the Dynamic search will pull device into IP Domain and sync will add it to PM automatically.... if the device meets the dynamic search criteria.

Question 6) When a device is retired in PM, is there a parameter that is configured for deleted the device.

There is no automatic removal of retired devices
