Is an IPL mandatory to install PTF SO15509?

COMMON SERVICES 15.0 - z15 processor - z/OS supported releases - 

Resolution

Looking at PTF SO15509, the Problem Resolution is: 

PROBLEM RESOLUTION:  Apply the following PTF to the system and IPL. The problem will be corrected after CAMASTER initialization.
***NOTE***  Retain the printed output for reference.

So the response is YES, an IPL must be run to install PTF SO15509 in the Common Services 15.0 environment.
