WBS Sort number duplicates after syncing with JIRA

Issue/Introduction

There is a script that runs to sync Clarity and JIRA.  After the script is run, the WBS sort numbers are updated and some are duplicated.

Symptoms seen - 

• Gantt is blank
• Unable to open assignments to view
• Unable to make any changes to a task
• Receive 'System error.  Contact system administrator'
• In app-ca.log - 'Error message: ERROR: more than one row returned by a subquery used as an expression'

Export the project to OWB and save back without changes
