Multiple ResourceOBS filters are not working across groups in Timesheet grid page

Issue/Introduction

On the Timesheets Grid page, when using 'Filter Groups' the 'Resource OBS' field is not working. Having configured multiple groups where the 'Resource OBS' field is used, it does not return the expected results. The 'Resource OBS' field condition is ignored when in multiple Filter Group conditions. 

Steps to Reproduce: 

1. On the Timesheets Grid page, expand the Filter Section
2. Set the Match Condition = Any
3. In Filter Group 1, Match All, include the 'Resource OBS' and 'Time Period'  
4. In Filter Group 2, Match All, include the 'Resource OBS' and 'Time Period' for a different condition 
5. Examine the results 

Expected Results: Multiple Filter Group conditions with the 'Resource OBS' field should generate the correct results. 

Actual Results: Having different 'Resource OBS' criteria across the multiple filter groups are producing incorrect results. 

Workaround: None.
