The technical document that the IBM documentation refers to was moved to the Mainframe Common Maintenance Procedures documentation Configure Top Secret Security.

It is written for setting up SMP/E Internet Service Retrieval for Broadcom maintenance, so keep in mind that obtaining the needed certificates will be different depending on the vendor.
