Issue/Introduction

After the upgrade to 16.0.3, we noticed the new feature "Copy Roadmap" is not working, if a roadmap has a picklist in it.

Steps to Reproduce: 

1. Navigate to MUX->Roadmaps
2. Create a roadmap with 2 picklists called (My Pick and My Test), See screenshot for details on the picklists.
3. Create another roadmap  and define exact same 2 picklists that were defined in the step above.
4. Attempt to copy roadmap created in Step 3 by selecting it and clicking on Copy button.
5. Notice you get a popup error "com.niku.union.odf.exception.ODFException: Failed to copy local picklist definitions to the target!"

Expected Results: It should allow to copy a roadmap with picklist even if picklist is same as defined in another roadmap already.

Actual Results: It is throwing an error "Failed to copy local picklist definitions to the target!"
