Is there an 'exclusion table' that would exclude management of datasets or jobs within PDSMAN instead of modifying JCL and adding the //NOPDSMFE DD DUMMY to bypass a proc?

There is no undocumented table to control this.

The //NOPDSMFE DD controls whether or not PDSMAN front-ends a utility that the client specifies using PDSMINIT $UTILITY or $COMPILER statements.
