The message is caused by not having Uninstalled the patch that was installed previously to the XCOM release.
The message is self explanatory... You will have to uninstall the maintenance that was applied to XCOM and then perform the uninstall.
To uninstall a patch you would issue this command:
sh $XCOM_HOME/UninstallPatch/UninstallPatch -i silent
This command is documented in the README file that is accompanied by the patch that was installed. Once that is done you will be able to uninstall XCOM itself.
