Resource not able to track time in PPM because they are missing Resource - Enter Time right even when Open for Time Entry is checked.

Issue/Introduction

We have a resource that is not able to track time in PPM, when they try to update a returned timesheet they receive an error saying that they do not have sufficient rights to change the timesheet.  This happens for the returned timesheet as well as future open timesheets.

When updating resource with Open for Time entry via XOG and input file missing username tag it is not adding Resource - Enter Time right.

Steps to Reproduce: 

1. XOG out resource
2. Uncheck resource Open for Time entry flag which will remove Resource - Enter Time right.
3. Attempt to XOG in same resource setting flag for Open for Time Entry on and don't include username tag under Resource information.
4. After successful XOG update notice Open for Time Entry flag is updated but resource is missing Resource - Enter Time right

Expected Results: By updating Open for Time Entry flag it should add Resource - Enter Time right

Actual Results: By updating Open for Time Entry flag it does not add Resource - Enter Time right

Workaround: add username="A123456" tag in the XOG input file
