MUX - Staffing plan module is slow for users with OBS rights.

Issue/Introduction

When attempting to search for investment to be assigned to the resource in MUX-> Staffing plan module is slow for users with OBS rights.

Steps to Reproduce: 

1. Setup a resource with project, Soft and Hard book OBS rights
2. Have user navigate to Staffing Plan
3. Attempt to Allocate one of the users to different investments by clicking on the Plus sign and searching.
4. Observe this is taking too long and users will attempt to search again.

Expected Results: It should allow to search within few seconds

Actual Results: It is taking minutes for search to complete
