Resource Class browse displays active and inactive classes

Issue/Introduction

The Rate Matrix displays both active and inactive Resource Classes when creating a new matrix row and browsing Resource Classes. Trying to create a new row with an inactive Resource Class is not possible, receiving an error "REVMGR-20159: Resource class is not valid.".

Steps to Reproduce:

1. Go to Administration > Finance > Setup > Resource Classes.
2. Create two Resource Classes, one of them active and the other, inactive.
3. Go to Administration > Finance > Manage Matrix and create or open an existing Rate Matrix.
4. In the Assign Columns tab, add "Resource Classes".
5. Create a new matrix row.
6. For the Resource Class, browse using the binoculars icon.

Expected Results: Only active Resource Classes are displayed.

Actual Results: Both active and inactive Resource Classes are displayed. It is not possible to filter by active Resource Classes only.
