1) Where is this ID configured?

2) How is this ID being authenticated?

Resolution

1- Customer using External Security

2- External security provides the access

The job being submitted 

Possible scenarios would be;

1-A user manually signing on to Dispatch and issuing the S ARCH1 command at 1900 hrs every day.
2-A user manually submitting a UCFBAT batch access job that issues the S ARCH1 command at 1900 hrs every day.
3-Site automation submitting a UCFBAT batch access job that issues the S ARCH1 command at 1900 hrs every day.
